According to the New York Times, Iraqi Prime Minister Nouri al-Maliki has agreed to match the extra number troops by sending three additional Iraqi brigades to Baghdad. Another crucial element is a job scheme costing one billion US dollars to employ Iraqis in the reconstruction and refurbishment of buildings and streets.

Bush is expected to announce the plan in an address to the nation, this week. The plan will put Bush in direct confrontation with leaders of the new Democrat-controlled Congress which has the power to halt financial support.
