The UN troops did not intervene as the 25 men were forced into a truck and driven away from the checkpoint near Kibati, a refugee camp 6 kilometers north of Goma.
A peacekeepers' spokesman said 10 surrendered rebels were among the 25 men, and they were to have been turned over to the military on Monday.
Among the others were 10 police and 3 civilians. Thousands of refugees who fled the fighting in eastern Congo stoned UN vehicles at Kibati camp, accusing the organization of failing to protect them.
